DEAR CITIZENS OF EARTH:
We want to offer you and your organization an opportunity to expedite the achievement of your objectives -- many times more rapidly and effectively than before.
The opportunity we offer is for your organization and yourself to join in the global campaign for the ratification of the Constitution for the Federation of Earth, and the election of delegates to the World Parliament, which is empowered under the Earth Constitution to devise and implement peaceful solutions to all problems which transcend national boundaries.
How will this help to achieve your objectives? Please consider five areas, all interrelated:
DISARMAMENT. After 100 years of disarmament negotiations since the Hague Peace Conferences of the 1890's, after agreat many big and little wars, even after the end of the two-super-power-cold-war, the nations today are spending record amounts on armaments, including many developing countries which are busy equipping themselves with the latest technologies for destruction. Meanwhile more States are declaring their separate nationhood, each with the proud prerogative to squander resources on military forces to contribute to total world insecurity. Despite millions of protests, the simple fact is that sovereign nations seldom disarm. In contrast, the first requirement (or disarmament and survival is a Constitution for Democratic Federal World Government, which is given the authority to solve global problems peacefully, and under which the member countries must disarm rapidly, including total nuclear disarmament under global supervision, in order to receive the many benefits of intelligent World Federation.
CLIMATE CHANGE CRISIS. The climate changes already underway are not confined by any national boundaries, and promise to drastically affect the lives of all people on Planet Earth. Likewise, the corrective measures to reverse and cope with this global crisis, cannot be successfully managed by any country acting separately. Although hidden from public attention by wars over oil, headlines about privatization, and various local issues, the environmental catastrophes of climatic changes may result in the starvation to death of most people on Earth in a surprisingly short time, unless turned around soon. Apart from nuclear
weapons, climate changes are, in fact, the greatest crisis to confront human civilization in the 11,000 years of the current life-friendly interglacial period, which could end precipitously. To cope with this crisis effectively requires a very massive globally directed and coordinated campaign, which may cost about a trillion dollars each year for the next 30 to 50 years (the price of survival), while simultaneously eliminating military expenditures.
Major inter-related parts of this global survival campaign include: reforestation about 100 times the present rate, while preventing further deforestation -- since forests are the lungs of Earth; remineralization of all forest and crop lands, for strong growth of trees and crops to recapture the excess carbon di-oxide in the atmosphere; very rapid transition to environmentally safe energy sources, to quickly replace the burning of fossil fuels and nuclear plants, which means primarily solar and hydrogen and other safe energy sources; financial credit for alternative enterprises for those economically dependent on current environmentally destructive activities.This entire program can be launched and carried out effectively only under the authority of a Constitutional Government for Earth, given all necessary and reasonable authority, under democratic controls. A solution to the Climate Crisis, which is the KEY environmental problem, will accomplish, as well, solutions to several dozen other environmental and ecological problems which are closely inter-related.
DEVELOPMENT AND FINANCES. For sustainable development to serve human needs, the first requirement is for a new global finance system. The basis for the new finance system, and for the extension of financial credit for every kind of useful, nonmilitary production and service, should be people available to work. No investments by people or agencies who claim to be the source of scarce past savings is necessary. People available to work is all that is required to extend all necessary financial credit in abundance at low interest, using a single global currency, e.g., Earth Dollars. Modern computerized credit extension and cost accounting, globally interconnected and instantaneous, make this possible.
Such credit should be available to both public and private enterprise, production, and public works, on the same terms of social, human and environmental responsibility. Employment can be guaranteed in public enterprise if not available in private, particularly in the activities that are required to save the environment and to protect the global commons. As a side benefit, past debts can be quickly liquidated. Such a rational system of finance, credit and development can be introduced by countries and nations which will take the fearless action to join in a Constitutional World Federation, whose World Government can act independently of all previous and current institutions for financial bondage.
HUMAN RIGHTS. The main causes for violations of human rights are threefold: Military and authoritarian governments which impose and maintain special powers and privileges for those in control, especially in economies of scarcity; lack of fair economic opportunity and benefits, or political representation, for large numbers of people or minorities; ethnic, racial and social discriminations imposed to maintain the superiority of privileged classes. World Federation under non-military constitutional world government eliminates national military systems and authoritarian rule. The new global financial system under world
government assures fair economic opportunity and benefits for all, and phases out the basis for privileged classes. Finally, the World Ombudsmus established under the Earth Constitution protects human rights universally, as guaranteed under Articles 12 and 13 of the Constitution for the Federation of Earth.
SAFE ENERGY SUPPLIES. Instead of fighting over control of oil, as if it were a valuable energy resource, whereas the truth is that burning oil is a monstrous environmental disaster, the alternative must be rapidly accomplished for the transition to safe energy supplies. This can be done by a global "crash" program of three parts: (1) Install solar energy collectors on hundreds of square miles where there is much sunshine. (2) Use some of the solar energy, converted to electricity, to produce abundant hydrogen from sea waters, for use in engines to run mobile transportation, etc. and to charge storage batteries. (3) Build a global super power grid (through safe corridors) to transport solar electric energy at low cost by ultra-high-voltage-direct-current to all centers of use, regardless of local sunshine. Unfettered global coordination is essential, under a constitutional and representative world government, with mandatory and rapid phase-out of fossil fuels and nuclear power.
MANY OTHER URGENT GLOBAL PROBLEMS could also be described. In fact, the 1991 edition of the Encyclopedia of World Problems, published by the Union of International Organizations in Belgium, lists 13,617 inter-related world problems. But those briefly described here indicate priorities. The lack of global institutions under constitutional world government since the end of World War 2, has resulted in greatly complicating all problems, so that today we live precariously at the edge of growing violence and civil disruptions arising from many global crises which are escalatina simultaneously.

Forty years of work have brought the Constitution for the Federation of Earth to the present stage of the global ratification campaign. The history includes four sessions of a World Constituent Assembly -- in 1968 at Interlaken, Switzerland, and Wolfach, Germany; in 1977 at Innsbruck, Austria; in 1980 at Colombo, Sri Lanka; and in 1991 at Troia, Portugal. All sessions included delegates from 5 or 6 continents. Also, three sessions of a Provisional World Parliament were held -- 1982, England; 1985; India; and 1987, Florida, USA.
Now we are at the beginning of a 3-year intensive global ratification campaign, to be followed by the election of delegates from ratifying countries and districts to the World Parliament. Your active participation is important for success. Our goal is a minimum of 25 ratifying countries before the end of 1994.
Upon receipt of your Participation Resolution, we will send you additional materials to carry forward the ratification campaign in your part of Earth. You may also immediately order various items described in the Literature Order Form at the bottom of the PARTIAL LIST OF WORLD PROBLEMS, which is enclosed. If you cannot send money to pay, please send sheets of unused unique postage stamps, which we can sell to collectors. If payment is by check, please make sure a bank in the USA is shown on the face of the check, to avoid huge collection costs here.
Meanwhile, please study carefully the enclosed OUTLINE GUIDE FOR THE RATIFICATION PROCESS. Then, take the first steps to organize a GREN National Council in your country. Please keep us informed about the actions which you take!
